Co-organized by the Permanent Mission of the Republic of the Philippines to the WTO and TESS and hosted by the Institute of International Legal Studies of the University of the Philippines Law Center, this high-level roundtable in Manila will advance dialogue on a trade-related climate strategy for a climate-resilient Philippines.
This event will convene senior government officials from key economic and environmental agencies alongside a targeted group of civil society, industry, and academic stakeholders. Together, they will review the first draft of a strategy paper on Philippines trade-climate policy for climate-resilient development, exploring the role of trade and trade policy in advancing the Philippines’ latest climate commitments, represented in its Nationally Determined Contribution (NDC 3.0), National Adaptation Plan, as well as the country’s sustainable development priorities and frameworks.
The workshop is part of a series of dialogues that are being undertaken to help inform the development of a strategy paper on trade-climate policy for climate-resilient development in the Philippines. The series is bringing together stakeholders from government, business, civil society, and academia to inform national policy choices and international engagement at the nexus of trade, climate, and sustainable development.
The first high-level roundtable gathered insights on national priorities for trade-related climate action and climate-resilient development, including key strategic sectors and trade policy measures.
This, the second roundtable, will provide an opportunity for in-depth dialogue on the first draft of a strategy paper on trade-climate policy for climate-resilient development in the Philippines, in light of national, regional and international developments.
The workshop aims to:
- Review initial ideas reflected in the draft trade-related climate strategy in light of new national climate commitments and an evolving global trade-climate context, including the dual pressure of intensifying climate risks and a fragmented global trade landscape;
- Explore trade considerations for the Philippines in the implementation of its NDC 3.0 and NAP, and discuss options for navigating institutional alignment and governance;
- Discuss sectors of priority for the Philippines’ mitigation and adaptation goals, specific options for how trade policy can contribute to sectoral mitigation, adaptation and compliance objectives; and emerging compliance challenges in key sectors for consideration by trade officials;
- Gather insights from stakeholders on sectoral issues on trade, climate and sustainable development; and
- Identify cooperative solutions and pathways for the Philippines to engage in multilateral and regional fora to advance cooperation on trade and climate for just, equitable, and development-friendly net zero transition.
