TESS Head of Policy Analysis Joins Study Group on Reforming Subsidy and Industrial Policy Rules for a Sustainable Future

TESS Head of Policy Analysis and Strategy, Christophe Bellmann, has been invited to participate in a new expert-driven initiative—the Study Group on Reforming Subsidy and Industrial Policy Rules for a Sustainable Future. This independent group brings together specialists from around the world to explore how subsidy and industrial policy instruments can be better aligned with pressing global economic and environmental challenges and if current rules need to be changed to achieve those goals.

Scope of the Project

The study group is an independent, expert-driven initiative analysing how subsidy and industrial policy instruments can be better aligned with global economic and environmental challenges. Its primary objective is to examine reforms that enhance the effectiveness of these instruments in addressing climate change, while considering the needs and impacts on all people, countries, and communities. The group will also explore broader issues of subsidy reform, including the need for effective transparency.

Rather than seeking consensus, the initiative offers a platform for diverse, well-supported perspectives on reform options. A final report will outline key challenges, opportunities, and forward-looking strategies.

Timeline

The study group’s research will be conducted in three phases over the course of a year, addressing both the economic and legal dimensions of subsidy policy, with the final report scheduled for release in March 2026.

The study group comprises members with a wide variety of experiences in subsidy-related analysis and policy, who contribute in their personal capacity as independent scholars. Maintaining an inclusive and interdisciplinary approach, the group welcomes contributions from specialists with diverse perspectives and areas of expertise, with particular emphasis on geographical balance.
